There can be "holes" in processes or systems, where it is possible to cheat for financial gain. When we learn where these "holes" are, we try to create new frames to work within, so that the involved players have no option but to follow the same rules set up for the cooperation. Or we show that we know there is a possibility for corrupt behaviour and ask all parties to sign that if discovered, they must fully cover all the costs of remediation.
