Severstal observes its employees’ rights for freedom of association, joining trade-union organizations and collective bargaining. The Company also expects the same from its counterparties and never cooperates with companies which run a high risk of violating the rights for freedom of association and collective bargaining. No incidents of violations in this field were reported in 2021. Severstal pays special attention to protecting the rights of indigenous peoples in the regions of its presence. In 2021 the Company haven’t detected any violations related to the rights of minorities and indigenous peoples. Such ethnic groups as Komi, Nenets, Saams and Khanty live on the territory of the Komi Republic (Vorkuta), the Republic of Karelia (Kostomuksha) and Murmansk region (Olenegorsk) where Severstal enterprises are located. To raise awareness about human rights, Severstal included a section on observance of employees’ labour rights by the employer into Company’s employees training programmes.Labour

Optional commentIn 2021, the Сompany initiated an ethics and compliance audit as part of its corporate performance programme which seeks to improve the corporate processes. The audit was conducted in accordance with the best ESG practices. The project included a verification of existing corporate policies and regulations, as well as an evaluation of feedback tools and investigation procedures, the efficiency of training programmes, and mechanisms for monitoring compliance with the Company’s ethical guidelines. The audit showed that all current processes for educating employees about and monitoring compliance with ethical standards comply with the best global practices. A number of recommendations for streamlining processes have been developed, and they are to be implemented by the end of 2022.Prevention

In accordance with Russian law a region-specific quota for recruiting people with special needs is set for Severstal. The recruitment is performed in accordance with Rehabilitation prorgamme. To meet the quota obligation the job opportunities are also advertised in coordination with the Labour centre. In January 2021, Severstal extended the collective agreement for three more years. The updated version contains amendments improving social and economic standing of employees. Since 2017 the Company has had the largest Women’s Club among all Russian companies. The Club was founded to support selfrealization of women and facilitate their career promotion through giving publicity to role models, training, development of a community where participants may get support and share experience. In 2021, the Club continued to operate online responding to the challenges of the pandemic and remote work. Webinars and programmes devoted to psychology, personal efficiency, public speaking were hosted as part of Women’s Club annual conference.Environment

The Company has set strategic goals up to 2025 in key areas of environmental protection (compared to 2017 baseline): • to reduce effluent5 discharges into water bodies by Cherepovets Steel Mill as part of wastewater excessing maximum permissible emissions by 12% • to reduce waste disposal by Severstal Russian Steel and Severstal Resources divisions (excluding overburden and tailings) by 20% • to reduce atmospheric emissions of pollutants by Severstal Russian Steel and Severstal Resources by 13% • to reduce GHG emissions intensity by 3% by 2023 and by 10% by 2030 from 2020 baseline • to reduce specific air pollutants emissions (NOx, SOx, dust) by 20% by 2026 To achieve these goals and to manage environmental risks, the Company has developed and approved a targeted environmental programme 2030, which includes measures in priority areas of environmental protection and initiatives aimed at implementing the best available technologies to minimise the negative impact of production on environmental components and to reduce the corresponding risks. Year by year Severstal business units implement investment projects under the environmental programme. In 2020, Severstal was granted a certificate confirming compliance with the requirements of the international standard ISO 37001-2016: Anti-bribery management systems. The certification was conducted by the independent audit company DQS Holding GmbH, one of the leading international bodies for the certification of management systems. The compliance of the anticorruption system with the standard was also confirmed during the annual inspection audit in 2021. Severstal’s business is built on the principle of zero tolerance for corruption. With that in mind, in 2021, the Company updated and approved the Anti-corruption Policy of PAO Severstal and Related Legal Entities. In 2021, the Company was assigned A1 grade by the Anti-corruption Forum of the Russian Union of Industrialists and Entrepreneurs (RUIE), compared to grade А3 assigned in the previous year.
